Right after sending the email to Meta regarding GDPR article 15 I Received the following answers.

The Portal displays the data subject rights and products relevant to a user or non-user based on region. From the Portal a user will be able to select the data subject rights that they wish to exercise and will be directed to relevant Help Centre resources, self-service solutions or contact forms to do so, including DPO forms. I followed the link and here you can contact Meta without an account. I selected no account and get support for a data protection query from the Data protection officer. Here you can create a case. I did and received this email.
